Dear Committee Members,

Kindly refer to our appended email of 01.December 2024 to the email ID published on the website ie. u4c@lists.wikimedia.org as on that date and to which we received an auto-responder acknowledgment assuring certain actions.

That on not receiving any reply or the assured action thereafter, our clients represented to the Wikimedia Foundation legal division, whereupon 2 of your Committee members deliberately "edit-warred" to alter the email ID to submit complaints to your Committee.

Our principals say this was done deliberately and maliciously, apparently on specific instructions of WMF Legal Counsel, by corrupt members of this Committee hiding behind their anonymizing user IDs to ensure that our clients complaint was not taken up, in breach of applicable law.

Because our client did not receive any reply from Wikimedia Foundation, it evinces strong suspicion that this entire "Universal Code of Conduct Enforcement Committee" is fictitious and a smokescreen to perpetrate defamation and libels of our clients and high functionaries of the Government of India, including the judges of the High Court of Delhi.

Our client also posted on the talk pages of Committee member "Ghilt" who first perpetrated this edit-warring and was given an evasive and misleading reply.

Accordingly, we are re-sending our complaint to the new email ID u4c@wikimedia.org. Kindly update us within 36 hours (the time prescribed under applicable laws of India) whether or not you shall take up our appended complaint concerning the deliberate lack of UcOC enforcement mechanisms at the English Language Wikipedia. These specific violations include:

  1. Inadequate Local Self-Governance: The inability to enforce the UCoC effectively.
  2. Conflicting Local Decisions: Consistent decisions that contradict the UCoC.
  3. Non-Enforcement of UCoC: Refusal of local governance structures and teams to enforce the UCoC.
  4. Resource and Will Deficiency: A lack of resources or willingness to address issues preventing adequate enforcement of the UCoC through local self-governance.

These violations are particularly concerning in instances involving impersonation, sockpuppetry, and threats of physical violence against WMF employees, which agent of our principals have encountered recently on the English language Wikipedia.
